The City Charter is the governing document for the City like the U.S. and Michigan Constitutions. It was adopted by the citizens in 1921 when Royal Oak was incorporated as a "Home Rule" city. The Charter established the Council-Manager form of government where the City Commission acts as the legislative or policy making body which appoints a City Manager to serve as its chief administrator of the functions of municipal government.
