What is the "right-of-way"?
Answer:

Right-of-way (ROW) is land which is owned by the City to provide a location for the construction of streets, sidewalks, and utilities. Typically residential street ROW is wider than the pavement and sidewalk area and includes a portion of residential driveway tie-ins and maintained yard. The approximate ROW in your area can be determined by the City Engineering Department in one of several ways upon request. A good "rule of thumb" for approximating residential street ROW offset is to note the location and offset of a series of utility poles. As a matter of practice, most utility poles are set at the approximate outer boundary of City street ROW.
